Ho Chi Minh city, August 8, 2025 - As part of the Vietnam Block B Gas Project, the First Cutting Ceremony for the “Onshore Fabrication of Living Quarter Utility Deck and Accommodation Module, Vietnam Block B Gas Project” was held at the fabrication yard of the Vietnam-Russia Joint Venture Vietsovpetro (VSP). The event was attended by representatives of PQPOC, PTSC M&C, VSP, along with engineers, experts, and workers directly involved in the project. Two major components commenced during this phase are the Living Quarter Module (LQM) and the Living Quarter Utility (LQU), both under EPCI#1 package of the Block B & 48/95 and 52/97 Gas Project - one of Vietnam’s key national energy infrastructure projects currently under implementation offshore in the Southwest region.
Overview of the First Cutting Ceremony
LQM and LQU - Foundational structures for safe and efficient offshore operations
The two structures launched in this phase serve as critical platforms within the offshore accommodation and operations system for Block B. The LQM is designed as a central hub for living and working conditions, accommodating up to 180 personnel working on the offshore platform. Weighing approximately 2.643 metric tons, the module features multiple functional levels, including residential quarters, meeting rooms, control centers, dining areas, medical facilities, and technical spaces. Fabrication of the LQM commenced on August 1, 2025, and is scheduled for load-out on February 24, 2027. Also starting fabrication on this occasion, the LQU is a technical utility platform that provides comprehensive support to the operations of the Living Quarter. It houses key functional areas such as locker rooms, maintenance areas, utility equipment, and crane pedestal. Weighing up to 3,236 metric tons, the LQU is a highly complex structure that requires absolute precision in fabrication. Both the LQM and LQU are being fabricated at VSP’s yard - a facility with extensive experience in large-scale offshore constructions, ensuring compliance with stringent international safety and quality standards.

The Vietnam Block B Gas Project is among the largest oil and gas initiatives in Vietnam, located at a water depth of approximately 77 meters and more than 300 kilometers offshore from Ca Mau province. It is connected to the O Mon Power Complex via a subsea pipeline system extending over 400 kilometers. EPCI#1 package, led by the McDermott - PTSC consortium since October 2023, has achieved approximately 29.12% overall progress to date, with detailed engineering completed at over 71%, and procurement progress exceeding 24%. The local fabrication of two major components such as the LQM and LQU not only shortens execution time and optimizes project costs but also marks a significant milestone for Vietnam’s oil and gas industry - affirming its growing capabilities in mastering complex technologies, engineering, and project execution at scale. During the ceremony, representatives from PQPOC, PTSC M&C, and VSP reaffirmed their commitment to close collaboration, ensuring timely delivery, quality assurance, and absolute safety throughout the construction process.
